Welcome to this online course, offered as part of the Civil Society Alliances for Digital Empowerment (CADE) training programme 2026–2027, which strengthens the ability of CSOs – especially in the Global South – to engage effectively in digital policy processes.

This course focuses on cybersecurity as a policy field that links technology, rights, and international cooperation. It is part of CADE’s Technical Knowledge Track and equips participants with the understanding and skills needed to engage constructively in cybersecurity debates, promote accountability, and contribute to secure and inclusive digital governance.

While technical literacy is essential, experience shows that influence in cybersecurity processes depends equally on policy insight, negotiation skills, and coalition building. The course, therefore, combines conceptual learning with practical application: understanding how cybersecurity is defined and governed; how law and diplomacy address stability; how cooperation combats cybercrime and protects users; and how rights-based approaches ensure that security strengthens, rather than undermines, civic space.
